Authorities executed an order to temporarily detain defendant Tran Vu Quyet, Director of Mekong Construction and Investment Joint Stock Company, headquartered in Tuong Son commune (now Tuong Linh commune) for "tax evasion".
According to the authorities, the main method of the subjects is to take advantage of the flexibility of the mechanism and policies in granting business registration licenses. Some enterprises are established but do not conduct production or business activities but only buy and sell value-added invoices and evade taxes in order to gain illegal profits and appropriate tax money from the State. Meanwhile, to cover up their crimes and deal with the authorities, the subjects often use sophisticated methods and tricks such as: registering to establish "ghost companies", registering tax codes, registering to use invoices, then organizing the sale of invoices in bulk with large quantities and sales and then fleeing; taking advantage of production and business activities to buy and sell invoices in the form of inflating the value of goods bought and sold on the invoices...
In order to prevent acts and crimes of buying and selling invoices and tax evasion, the economic police force of the provincial police has proactively deployed measures to grasp the situation, made efforts to investigate and clarify cases, special projects, and arrest subjects for strict handling according to the law. At the same time, it has strengthened propaganda and dissemination of legal regulations in economic and business activities to establishments and business owners located in the area. In addition, it has actively coordinated with relevant agencies and units to carry out tax inspections and tax declarations at units and enterprises to proactively prevent, stop and correct violations, and avoid complications that cause insecurity and disorder.
In 2024 and nearly the first 6 months of 2025, the economic police force of the Provincial Police discovered and prosecuted over 10 cases, nearly 100 defendants for the crime of illegal trading of invoices and tax evasion. Typically, on May 25, 2025, the Office of the Investigation Police Agency of the Provincial Police prosecuted 8 subjects for the crime of "Illegal trading of invoices", including: Le Thi Thanh Huong, born in 1977 in Hoa Binh province (now Phu Tho province); To Van Phong, born in 1961; Dinh Thi Ha, born in 1966; Le Thi Ly, born in 1989 and Ta Quang Trieu, born in 1959, both in Ninh Binh province; Ngo Thi Thu Huong, born in 1989 in Vinh Yen commune (now Tay Do commune); Nguyen Thi Tung, born in 1965; Le Thi Ngoc Anh, born in 1986, all in Ba Dinh ward (now Bim Son ward). According to the investigation results, from the beginning of 2024 to March 2025, Nguyen Thi Tung was the direct director of Yen The Company Limited, located in Quarter 7, Ba Dinh Ward (now Bim Son Ward), specializing in the field of construction materials and transportation. She regularly colluded with a number of other companies in the provinces of Hoa Binh (formerly) and Ninh Binh to buy and sell fake value-added invoices. She then carried out procedures to legalize documents and illegally earned hundreds of millions of dong, causing a loss of billions of dong in state tax revenue.
Previously, on May 23, 2025, the Investigation Police Agency of Thanh Hoa Provincial Police proposed to prosecute 2 defendants for the crime of "Illegal trading of invoices", including: Pham Thi Thanh, born in 1954, residing in An Hung ward (now Dong Quang ward), Director of Thanh Son Stone Exploitation Joint Stock Company and Thien Phuc Stone Company Limited; Nguyen Tien Nam, born in 1984, residing in Thuan Loc commune (now Hau Loc commune), accountant of the company... According to the investigation results, from January 2021 to January 2024, Pham Thi Thanh, as director of the above 2 companies, directed Nguyen Tien Nam, accountant, to issue 99 fake invoices for 56 enterprises in Thanh Hoa and Nghe An provinces, causing a loss of tens of billions of VND in state tax revenue.
To carry out the above acts, every time a customer needs to buy an invoice, Pham Thi Thanh will hand over the invoice book of Thanh Son Company or Thien Phuc Company to Nguyen Tien Nam to write the content himself. Then, Thanh will sign and stamp directly on the invoice. The customer who buys the invoice will transfer money to the account of Thanh Son Company or Thien Phuc Company opened at the bank. Nguyen Tien Nam is the person who directly receives the money from this account, or asks a friend who is also an accountant to receive it for him. In cases where the money transfer is not made, the invoice buyer will pay in cash. The acts of Pham Thi Thanh and Nguyen Tien Nam have enough elements to constitute the crime of "Illegal buying and selling of invoices" as prescribed in Clause 2, Article 203 of the Penal Code...
To improve the effectiveness of prevention and combat against violations and crimes of buying and selling invoices and tax evasion, it is necessary for state management agencies to do a better job of controlling business establishment activities; strengthening inspection and supervision to minimize the existence of "ghost" enterprises in the area. At the same time, strengthen post-licensing inspections, review tax declarations for newly established enterprises, enterprises and business households that regularly issue invoices but report losses. Along with that, organize periodic and high-frequency reviews to identify signs of violations, promptly detect, resolutely combat and prevent acts of buying, selling, using fake invoices and documents; using illegal invoices and documents; tax fraud and evasion. In addition, it is necessary to strictly handle violations and intentional violations according to the right authority; Receive and handle denunciations and reports of crimes, transfer and recommend prosecution of cases with signs of economic crimes and negative acts to competent state agencies for handling in accordance with legal regulations.
